Open the City photo in https://pixlr.com/editor/.
Insert the Ironman .png by clicking layer and then Open image URL as Layer.
To resize Ironman, click Edit and then Free Transform (Ctrl + T).
Next you are going to drag one of the resize squares from the corner of the photo until you have the desired size. Keep in mind that there are no restraints when using Free Transform, so you will have to adjust the horizontal and vertical aspects after you have finished the initial size.
After this, go ahead and change the layer name 'Background' to 'City' and double click on the lock icon to the right of the City layer.
The result should look something like this:
For this step, do exactly what you did to insert the Ironman photo, but instead you will want to use the Fog .png. Change the name 'Layer 2' to 'Fog'.
Make sure that the layer order is listed as follows (from top): Fog, Ironman, City.
In the Layers palette, click the bottom left icon. This will display the options of Opacity and Mode:. Set the Opacity to 75%. Remember that this is only for the Fog layer.
Now you are going to insert the layer Exhaust and rename it Right Hand Exhaust.
Click Free Transform to resize the Exhaust.
You can rotate the transform box by hovering the mouse beside one of the corner squares as shown below.
Here is what the result should look like:
To create the wavy type motion for the Exhaust, click Layer and then Free Distort.
The edge boxes of the distort box in the image below are in the same order but different position as shown in the image below. The edge box that is under the hovering mouse is from the top right corner moved in.
Here is the result:
Move the Right Hand Exhaust layer to underneath Iron Man.
Click Adjustment in the top palette and then Brightness & Contrast. Set the Brightness to 75% and the Contrast to 100%.
This should be the result:
For the Right Hand Exhaust you need to right click or for laptop alt + click. Select Duplicate Layer and you will have a second Right Hand Exhaust layer to work with.
Move the Duplicate Right Hand Exhaust to the right foot as shown below:
Free Distort the Duplicate Right Hand Exhaust that we will now call Right Foot Exhaust as shown below as closely as possible.
Insert the Cloud .png and resize it. Make sure that it is layered below Ironman as seen in the photo below. Be warned before you put the Cloud layer in: It is a super large photo so it will take a little longer than usual to size it to the right size.
Right click again on any of the layers and select Flatten Image. This combines all of the layers into a single layer. Careful though, you cannot edit one of the elements that you used in the beginning without affecting the whole image now. If you need to go back and edit!!! You can either go to the History palette and click on the tab that is above the Flatten Image tab.
To save the image, press Ctrl + Shift + S or press File and click Save.
